During lockdown Cheltenham BID has been in regular liaison with Cheltenham Borough Council, Gloucestershire County Council, Gloucestershire Police Constabulary, Marketing Cheltenham, town centre partners and our wide network of independent and national retailers and other businesses.
With Government guidance now allowing non-essential retailers to open, Cheltenham is welcoming shoppers back into town for the first time since March.
To support the gradual reopening of the town, Cheltenham BID and Cheltenham Borough Council and partners are putting in place a range of measures:
- Cheltenham BID social distancing stickers
- Social distancing and key information signage in high footfall areas
- Pavement widening schemes in narrow locations – e.g. North Street
- Use of Cheltenham BID ambassadors to welcome people back, support social distancing and minimise the risk of gatherings
- A town-wide marketing campaign by Marketing Cheltenham to both encourage social distancing but also gently welcome people back. View the campaign and download the asset to share with your staff and employees here
We also hope to introduce:
- Temporary changes to the use of public areas and private land. This will make it easier for businesses to accommodate more physical space for social distancing purposes, for example to place tables and chairs on a pavement
- Temporary use of the public realm (the ‘Highway’)
- Temporary road closures to encourage walking and cycling
- Temporary buildings on private land and in public parks and gardens e.g. marquees
Retailers are fundamental to the success of the reopening of the town centre and we supported this through ourBack To Business campaign.
We ask you to –
- Manage your internal business capacity and outside queues to ensure they do not cause a risk to individuals or other businesses (see below for detail on queues)

We are in contact with those businesses where the largest queues are likely to form and are working with them and the county and borough councils.
The BID have made social distancing stickers available to all business for inside and outside of businesses to assist with queue management and the borough council is also looking to install stencils to help allow clear access to business entrances.
For individual businesses, your own Risk Assessments and adherence to Government guidelines should include managing social distancing at entry and exit from your premises.
If marking out spacing on public realm, the area should be directly in front of the property owned or rented by your business.
If you consider that you require an area wider than your frontage, then this should be done in agreement with your neighbouring businesses. Please let us know if you need any help with this, particularly if looking at using any side streets nearby. You may also be able to get permission to extend your social distancing if a neighbouring property is empty.
The ‘markings’ must be temporary and removable, such as tape or vinyls. For those without their own materials, the BID stickers are available free of charge. Please let us know if you want some delivered.
The use of barriers, physical queuing systems, physical signage units, A-boards etc is discouraged and needs to be done in conjunction with the borough council as they create street clutter and, in some cases, will be a barrier to movement of pedestrians.
As recommended by the British Retail Consortium, we encourage you to “use a colleague to meet customers, explain social distancing requirements within the store and control the number of customers entering store at any one time”.
